Hiker/biker paths and roads are federally funded
through TEA-21. A small but significant sum is set aside to fund alternatives to
roads, permitting states to use federal transportation dollars for bicycles and
pedestrians.
The truth regarding federal funds is the exact opposite from pro-road claims.
Funding the road is out of the question for Klingle, because of U.S. D.O.T.
section 4f requirements and National Park Service opposition to a paved road.
